The activity of the sun indicated by the appearing of sunspots on the surface, during its development, will form flare depend on the condition of its magnetic field. One of disturbances radiated from flare is shock wave, the source of radio burst type 11. The energy of flare is formed by sunspot magnetic field. But all flares form shock wave and not all sunspots produce flare. By analyzing the strength of sunspot magnetic field and the flare importance in relation to radio burst type II, it was obtained that all of the importance class of the flare can produce shock wave and the value of the sunspot magnetic field must be greater than 1000 Gauss.
