This test takes dark count data from two HSP detectors, IDT #3 (vis) and
the PMT and with high voltage on and off and with RIU polling on and
off. The purpose of this test is to verify the RIU noise is eliminaged
if RIU polling is off. Note: This is RPSS file # TBD. Revision
