It is argued that the gamma rays observed at very high energies from the starburst galaxies M 82 and NGC 253 are mainly produced by a large number of unresolved pulsar wind nebulae. Their total gamma ray luminosity scales with the supernova rate, rather than with the product of the supernova rate and the gas density. For the known supernova rates, the expected total pulsar wind gamma-ray luminosity is in agreement with the recent gamma-ray observations.
