Recent observational data on solar flares are summarized, and possible interpretations are evaluated. The data include results of magnetic-field observations, hard and soft X-ray observations, and microwave observations. The main properties of solar flares are reviewed, the process of magnetic-field annihilation is analyzed, and some difficulties with the hypothesis of magnetic-field annihilation as the energy source for solar flares are considered. Two particle-acceleration mechanisms associated with solar flares are examined: runaway-electron production in more or less normal electric fields and stochastic acceleration by plasma turbulence, especially the modulational instability. The roles of shock waves and current sheets in the solar-flare phenomenon are briefly discussed.
