This paper reviews the observations of a layer of magnetosheath-like plasma within the tail magnetopause reported, in recent years, from different regions of the tail by different groups. This layer is known in the literature under several names such as 'magnetotail boundary layer', 'plasma mantle', and 'tail lobe plasma', depending on the region where it is observed. One of our objectives is to establish relations between the different observations by means of a fairly detailed discussion of the plasma transport mechanisms. Other topics discussed are the morphology of the layer, details of the plasma and magnetic field characteristics, plasma sources, and the relation between the formation and spatial extent of the layer and the orientation of the interplanetary magnetic field.
