The general properties of electrostatic double layers are considered. The time-independent double layer is discussed with emphasis on the potential drop, the thickness, and some necessary criteria for the existence and stability of the layer. Properties of the time-dependent double layer are also reviewed. The question of how double layers are formed and maintained is treated. Several possible formation mechanisms are examined.
