The nature of energetic particle transport needs to be reinvestigated during times of high solar activity when systems of closely spaced fast transient solar wind streams form large regions with strong compressive fluctuations in the solar wind. A nonlinear theory is presented for diffusive energetic particle transport in enhanced mesoscale compressive wave turbulence on which incompressible small-scale MHD turbulence is superposed. The theory suggests that suprathermal ions such as pickup ions would develop hard power law spectra inside a system of transient flows during solar maximum conditions in the inner heliosphere.
