Observations of intense fluxes of keV electrons of possible magnetospheric origin over a large portion of the polar cap are described. Attention is drawn to the occurrence of these field-aligned fluxes during quiescent periods in the wake of magnetic storms. The access patterns of these energetic electrons and modification of their spectra by magnetosphere processes provide grounds for inferences on the structure of the high-latitude magnetosphere. The fluxes were observed on open field lines in a region of the polar cap connected to the IMF through the north magnetotail lobe, but were not present in the interplanetary medium. Electron fluxes over the polar cap are believed trapped between the earth and a large-scale potential barrier located in the downstream magnetotail (possibly at the bow shock). Acceleration processes associated with reconnection of field lines are considered.
