Data are presented which show that during occasional nights in the several days following magnetic storms, ELF propagation to receiving sites in the eastern U.S. is severely disturbed in the 0100-0300 local time interval. The severity of this disturbance, which is manifested by an at least 6 dB decrease in signal strength, requires the existence of a double waveguide discontinuity in the vicinity of the receiver, that is equivalent to a quarter-wave mismatching section between two parts of an otherwise uniform parallel-plate waveguide. The ELF disturbances are shown to be consistent with an energetic electron precipitation mechanism in which fluxes of particles penetrate to lower D-region heights over the eastern U.S.
