Acceptable scaling laws are proposed for estimating certain radial diffusion coefficients that have affected the earth's radiation belts over the last 10,000 years. The geomagnetic field is modelled in the dipole approximation where the dipole moment is a function of time fluctuating by 50% about its present value with a quasi-period of approximately 8000 years. Adiabatic invariants are defined, and the effects of magnetic and electrostatic impulses are analyzed. It is found that the radial diffusion coefficient is substantially modulated as the earth's dipole moment fluctuates quasi-periodically in time and that energetic inner-zone protons have had their present intensities determined by transport coefficients whose magnitudes have varied systematically during the probable magnetospheric residence of those particles.
