Equations for the populations of the highly excited states of atoms and ions are investigated theoretically using the boundary value problem method. The kinetic equations include spontaneous collision transitions and transitions induced by the background emission. In addition, asymptotically exact calculations are made of the diffusion coefficients in the case of inelastic scattering of particles by Rydberg atoms and ions. The analytically determined distribution functions of the highly excited state make it possible to determine the gain coefficients and optical thicknesses of the radio recombination lines as a function of cosmic plasma parameters.
