Observations of energetic particles (45.5-65.3 keV) and magnetic fields by the ISEE-1 spacecraft reveal the presence of a substorm-associated long-period (2-10 min) pulsations at the Plasma Sheet Boundary Layer (PSBL) at distances -22 to -10 earth radii in the magnetotail, which are similar to the Pc5 mode ground micropulsations. These periodic PSBL pulsations are more distinctly observed as modulations of the energetic particle intensities, and they are detected irrespective of any specific substorm phase or direction of flow. In several cases the rhythmic effect is kept throughout one or more successive substorms. Detailed observations of the excursions of the theta and phi angles of the magnetic field in correlation with the maxima of the modulated energetic particle intensities are consistent with standing rather than traveling waves at the PSBL. The second mechanisms are critically considered as possible causes for the excitation of the observed PSBL pulsations.
