An HF pump is used to generate intense plasma waves in an ionospheric heating experiment, and variations in plasma lines on time scales of seconds and milliseconds are studied. The waves are observed as enhancements to the ion and plasma lines of the incoherent backscatter echo. On time scales of seconds overshoots in instability power are noted to occur frequently (but not universally) and to last for 1-6 seconds. This phenomenon is related to scattering of the pump by pump-induced irregularities before the pump wave arrives at the instability altitude. Instabilities are detected 2-4 ms after the pump wave turn-on. A decay mode is present along with a broad featureless noise bump which evolves into a line. It is felt that changes in spectral shape occurring upon pump turn-on may be applicable to studies of the saturation mechanism of parametric instabilities.
