We discuss our current plans and thinking for the design, development
and implementation of the Long Wavelength Array, a low frequency (20-80
MHz), long-baseline (0.2-400 km) array to be located in New Mexico. We
identify the various issues which will need to be resolved to make this
instrument a reality.
