The threshold energy for injection into diffusive shock acceleration at the quasi-perpendicular solar wind termination shock is expected to be 0.3-1 MeV for protons (Zank et al., 1996, 2001). Above the threshold energy the spectrum should be a power-law with a spectral slope determined by the shock strength. Voyager 1 (V1) has been observing low-energy particles accelerated by the termination shock since mid-2002. There is a spectral feature near 1 MeV in both the upstream and downstream regions. After 16 December 2004, V1 has been continuously in the heliosheath, and from 2005/182-359 the spectral slope between ~1 and 3 MeV is -1.29 with an rms deviation of 0.11. If this slope is due to diffusive shock acceleration, then the corresponding shock strength is 2.9, which is consistent with the jump in magnetic field magnitude at the shock. The 1 MeV spectral feature is more prominent in the upstream region, although the spectral slope at energies >1 MeV is variable due to varying modulation conditions.
