It is suggested that type III radio emission and streaming electron onset times imply that interplanetary medium type III bursts are mostly generated at the fundamental, and that recent ion-sound wave observations in the medium compel a revision of burst generation mechanisms to include these waves. Such a revision of the theory is presented, along with a discussion of the effects of ion-sound waves on type III bursts. It is shown that (1) ion-sound waves cause enhanced fundamental emission, (2) second harmonic emission is also enhanced at electron temperatures greater than 500,000 K, but suppressed below that temperature, (3) very low frequency ion-sound waves can scatter type III radiation, and (4) ion-sound waves of the required frequencies may be present, and play important roles, in the generation of type III bursts.
