If the mass shedding through which gas-poor dwarf galaxies have evolved was caused by galactic wind, the diffuse gas clouds surrounding this class of galaxies could give rise to the weak Lyman-alpha absorption lines observed in the spectra of high-redshift quasars. A model predicated on this principle is described and shown to reproduce all observed Lyman-alpha absorption line features. It is noted that profiles with two symmetric minima and a central hump, which would constitute a significant fraction of the lines produced by this mechanism, should be observable.
