A study of the waveforms of large-amplitude electrostatic waves observed at the earth's bow shock at 10-500 Hz is made possible by the electric field experiment aboard ISEE-1, in which bursts of high-time resolution measurements are stored for slow subsequent read-out. It is demonstrated that ions show streams in the angular distribution when electrostatic waves are observed, and this correlation between the electrostatic waves and the two streams in the particle angular distribution suggests that the dissipation mechanism at the earth's bow shock may be an ion-ion stream instability.
