Opher's (1981) model of electron-plasmon interaction, which suggests that distortion of the electron distribution by electron-plasmon interactions may resolve the solar neutrino problem, is shown to be based on an incomplete analysis of the interactions. The full analysis is consistent with an undistorted Maxwellian distribution of electrons and a Bose-Einstein distribution of plasmons, and the calculation includes only the diffusive part of the Fokker-Planck equation. To obtain a true quantum effect, it is shown that the model needs to retain higher order terms in the Fokker-Planck equation and the Bose-Einstein distribution.
