The cyclotron mechanism of energy transfer from high-energy ring-current protons to ionospheric ions is examined. The cyclotron instability of the protons occurs on one pass of the ring current in the form of a short radiation burst, after which the excited waves are reabsorbed in a gyroresonance region with heavy ions. As a result, the ring current is enriched with helium and oxygen ions with energies greater than 10 keV. A qualitative theory of this acceleration mechanism, based on the quasi-linear theory of wave relaxation in plasmas, is developed.
