A simple analysis shows that the normal assumption of an outward heat flow, together with the normally assumed surface layer of low thermal conductivity, would give rise to microwave emission effects and to local variations in surface temperature which are not in fact observed. It is concluded that either the surface layer must be much thinner than is at present postulated, or that the outward flow of heat must be much smaller than is supposed.
