It is shown that recent refinements of ground-based optical telescopes and receivers and progress in the neutralization of the disturbing effects of the earth's atmosphere will make it possible to improve by an order of magnitude the effectiveness of ground observations of faint astronomical objects. The impact of the progress made in the design of large optical telescopes on extragalactic astronomy and on observational cosmology is demonstrated by examples.
