A solution is proposed for the missing-mass paradox. It is noted that a contradiction exists between the observed deuterium abundance and that obtained from the big-band hypothesis using the most acceptable values for the density of the universe. Previous calculations of the deuterium abundance and the density of the universe are described, and the major assumptions in the theory of cosmological deuterium formation are summarized. To resolve the contradiction, it is proposed that a strong inhomogeneity in the small-scale distribution of baryons occurred on a homogeneous radiation background just prior to nucelosynthesis of the light elements.
