A leaky-box model of cosmic ray confinement is investigated in an axially symmetric model of the Galaxy. The cosmic rays are confined by the Alfven waves which they excite in the magnetic field. The effect of nonlinear damping of the Alfven waves is discussed, and the residence time and path length of cosmic rays in the Galaxy are calculated as functions of rigidity. Observations of the electron spectrum and of pulsar scintillation are discussed in terms of this model.
