A rigorous upper bound for high energy neutrino flux is obtained on the basis of the observed intensity of diffuse X and gamma rays. The general formulas are derived for the neutrino fluxes produced in proton collisions with microwave photons in the metagalaxy and in p-p collisions in both the metagalaxy and within the galaxies. The neutrino flux due to normal galaxies is calculated, taking into account the distribution in the cosmic ray spectrum.
