In this lecture the general properties of anisotropy measurements made
at frequencies less than about 90 GHz using coherent detection
techniques, and the galactic foreground that affect them - especially
the Draine & Lazarian [1998, ApJL, 494, L23] rotating dust grain
model, are discussed.
