The paper investigates the stability of a model galaxy in the form of a Maclaurin rotating disk with respect to nonradial 'affine' perturbations in the presence of a nonoscillating giant halo with homogeneous density distribution. A criterion for the linear stability of the disk is determined, and it is shown that this criterion remains valid in the nonlinear case only down to a certain value of the critical angular velocity, after which the nonlinear stabilization effect gradually falls behind the linear stabilization effect. In the case of maximally possible angular velocity (i.e., in the absence of velocity dispersion), the disk is unstable even in the presence of a massive halo.
