It is shown that high-energy neutrinos can be a good tool for investigating the earliest stages of the evolution of galaxies. Neutrino data indicate that galaxy evolution can be divided into a bright phase and a phase of secular evolution; the bright phase was apparently a characteristic feature not only of stellar populations but also of nonstellar active sources in galactic nuclei. New data on the isotropic gamma-ray background at energies of the order of 200 MeV make doubtful the existence of a significant secular evolution of galaxy luminosity in cosmic rays. The bright phase appears to be the most powerful source of high-energy neutrinos produced in interactions of cosmic rays with interstellar gas and relict blackbody radiation. The differential spectrum of neutrinos has a maximum at an energy that is determined only by the red shift of the epoch of cosmic ray production; this fact confirms the usefulness of neutrino dating of the formation of galaxies.
