Computer simulations were used to study the growth of electromagnetic instabilities, saturation, and proton scattering associated with a counterstreaming proton model which represents plasma distributions observed in the plasma sheet boundary layer of the earth's magnetotail by ISEE-1 and -2. Two types of growing modes were studied: the ion cyclotron anisotropy instability driven by the temperature anisotropy of individual ion components, and two different ion/ion instabilities driven by the relative streaming of two ion components. It was found that both instabilities do not produce significant ion scattering. On the other hand, a study of the proton/proton nonresonant excitation of the ion/ion unstable modes showed that these instabilities reach large amplitudes and yield considerably stronger scattering. It is concluded that electromagentic ion/ion istabilities are a possible mechanism by which the hot streaming proton components of the plasma sheet boundary layer become the single very hot isotropic proton component of the central plasma sheet.
