Ionized nebulae containing small scale, optically thin density enhancements are considered. The condensations are treated with a model of two phases of gas at different densities. An analytical treatment, supported by numerical model calculations shows that, for a given spectrum of the central star's ionizing flux, the ionization structure of a clumpy nebulae is identical to the structure of a uniform density nebula, if the parameter P is the same. This parameter is a combination of stellar radius, peak nebula density, volume filling factor, and the density ratio of the two phases. Therefore, using results of earlier calculations for uniform density models, the effects of density fluctuations on the ionization structure and - to a lesser extent - on the emission line intensities can be easily estimated.
