Over the past decade technological advances in telescopes and associated instrumentation has lead to a plethora of astrophysical data. The data can range from simple images of comets to spectroscopic studies of the early Universe, all taken with a variety of instruments from observatories around the world and beyond. New and unexpected results can emerge from a combined use of the data; science that could otherwise be missed. The large size and complexity of the data sets requires tools and structures to discover the complex phenomena encoded within them. Rapid access to data sets is also needed to plan and optimize observing programs. In an effort to help coordinate and meet the needs of the astronomical community, the US National Science Foundation has funded efforts to develop a National Virtual Observatory (NVO). These efforts have resulted in an evolving, web-based, virtual observatory (VO) that provides services in three broad classes 1) Data Services, for relatively simple services that provide access to data, 2) Compute Services, where the emphasis is on computation and federation of data. 3) Registry Services, to allow services and other entities to be published and discovered. These services have well-defined request and response formats, thereby providing a "standard spigot" for astronomical data. The objective is that any VO compliant data consumer can work with any VO compliant data provider. In our talk we will discuss how the NVO for astronomy could serve as a model for an IPY virtual observatory.
