AT the request of the Space Science Board of the U.S. National Academy of Science and of the International Astronomical Union, I agreed to serve on an ad hoc committee to evaluate the effects of the so-called West Ford Project. The purpose of this project was to place a large number of fine copper needles into orbit about the Earth. Specifically, I served as co-ordinator of astronomical information, both sending ephemeris data to and collecting observational results, particularly in the optical domain, from observatories all over the world.
