The problem of influence of the rocket launches is very actual due to development of many programs connected with Space Exploration and Space Developing. The quantity of the rocket launches can be dramatically increased. It may cause the necessity to normalize the space activity. To do it objectively one should study all peculiarities of the possible effects. In the framework of the Project ERLE the environmental disturbances and pollution caused by the rocket launches will be investigated by various techniques and instrumentation. The concept and the content of complex investigations in the Project are illustrated by observational data of the environmental effects of rocket launches (ERL-effects) obtained by the authors in preliminary experiments.
