Arguments are presented which support the view that the particle creation which occurs in the quantum evaporation of black holes originates in a continuous manner in the empty region of space-time near the horizon of a black hole rather than within the collapsing matter which originally formed the black hole. This suggests that it is the vacuum space-time itself which is quantum-mechanically unstable.
