An attempt is made to evaluate the applicability of Maxwell's equations to astrophysics. It is shown that the upper limit on the photon rest mass, as established by laboratory and terrestrial data, does not rule out the possibility that Maxwell's equations are not applicable to large-scale astrophysical phenomena. The derivation of the Proca equations is discussed along with the propagation of electromagnetic radiation in free space, ways of determining the photon rest mass, the fall-off of static fields in free space, the current density in the interstellar medium, the energy density of the galactic magnetic field, limits on the photon rest mass obtained from observations of hydromagnetic waves in cold plasmas, and the origins of the galactic-disk and intergalactic magnetic fields. It is concluded that the photon rest mass must be less than about 10 to the -53rd power g and that a finite photon rest mass should neither have a detectable effect on stellar structure and physics nor modify the phenomena of solar-terrestrial physics from the predictions of Maxwell's equations.
