Observational evidence from pulsar radio scintillations suggests a qualitative interpretation of the spectrum of irregularities in the interstellar medium. The coarse-scale (around 10 to the 13th cm) irregularities cannot result from the propagation of waves through the interstellar plasma, but the fine-scale (around 10 to the 10th cm) structure might be attributable to Alfven and magnetoacoustic waves. The characteristic scales of irregularity agree with the scales of the dissipative processes: the mean free path for the coarse irregularities and the Landau-damping scale for the fine structure.
