A brief review is presented of previous radio occultation and scintillation studies of the interplanetary plasma and the spatial and temporal spectra of inhomogeneities in that plasma. Experimental data obtained by both methods are examined, and the form of the spectrum of the inhomogeneities is analyzed. Two spectral models are described, one of which postulates a complex spectrum that is Gaussian over the lower-frequency range and another which postulates a single power-law spectrum. Observational data supporting each hypothesis are analyzed, and it is shown that neither model can be definitively confirmed.-
