The possibility is examined that the 'Centauro' events reported by the Japan-Brazil group are caused by fluctuated air shower cores. Detailed three-dimensional Monte-Carlo simulation of high energy hadron and soft components has been carried out assuming scaling model for hadron interactions. It is found that 2 of the 175 events generated for protons of energy greater than 5 x 10 to the 15th eV have features similar to those of Centauro IV.
