A relativistic distribution function of gravitational particles is found as a functional of the velocities and of a metric tensor having rotational symmetry, and as a functional of velocities and the gravitational potential. A relativistic correction to Oort's formulas can be determined experimentally by comparing data for regions with a large potential gradient in statistically heterogeneous rotating stellar systems. It is shown that, at low speeds relative to the speed of light, Oort's formulas of the ellipsoidal dynamics of the Galaxy prove to be dependent on the potential.
