It is shown that if the second harmonic in the series development of the
earth's gravitational potential (J2) is derived from optical satellite
tracking data, systematic errors on the order of delta-J2/J2
approximately equal to 10 to the minus seventh power can be predicted,
because of zonal errors in the astrometric coordinate systems used.
