A pilot program using proper motions from the new GSC2 catalog shows a mean retrograde galactic rotation (V) of -310+/-47 km/s for 8 halo stars at a mean distance of 5.6 kpc near the North Galactic Pole. Tests on 8 compact extragalactic objects in this 15-square degree field show that the systematic departure of these proper motions from an absolute system does not exceed 1 mas per year. It is therefore feasible to investigate both the ``streaming" and the mean rotation of halo stars in the North Galactic Cap from these new proper motions. This requires accurate distances and hence photometry for the halo stars involved. Thirty four (otherwise suitable) RR Lyrae stars in this region of the sky have only photographic light curves. In March and April 1998, these stars were observed with CCDPHOT at the 0.9-m so that accurate photometry and hence accurate distances are now available for them. Unfortunately adequate phase coverage could not be obtained for 8 of these stars. This proposal asks for time to complete this program.
