Measurements of nighttime absorption of radio waves in central Europe are correlated with measurements of fluxes of precipitating electrons (20-150 keV) performed by Cosmos-348 and with calculated height profiles of ion production rates. It is shown that in the L = 2.0-2.8 region, electron precipitation plays a dominant role in ion production in strongly disturbed conditions, while its role is insignificant in magnetically quiet conditions. A method for determining fluxes of precipitating electrons is presented in which the role of electrons and that of scattered solar UV radiation are comparable.
