The relationship is examined between the temporal spectrum of scintillations and the spatial spectrum of plasma inhomogeneities when velocity dispersion occurs in the interplanetary medium. It is shown that velocity dispersion will not change the asymptotic form of the temporal spectrum of scintillations when fluctuations in the electron density have a power-law spatial spectrum. But, when the spectrum of inhomogeneities is Gaussian and there is a sufficiently high velocity dispersion, the form of the temporal spectrum of scintillations may be considerably different from the corresponding spatial spectrum. Observations of the velocity dispersion of inhomogeneities in the interplanetary plasma are found to be inadequate for significant optical measurements of the scintillation spectrum.
