A thorough investigation of the dynamics of test particles in the Goedel universe in terms of Fermi coordinates is given. This dynamics is then compared with that of a Newtonian universe analogous to Goedel's universe. The nonrelativistic dynamics of test particles in the Goedel universe is found to correspond exactly to the dynamics of a Newtonian universe filled everywhere with dust and rotating as a solid body to hold itself up against gravity. Any observer at rest in the substratum of the Newtonian analog may regard himself as an inertial observer at rest and at the center of the rotation, just as in the nonrelativistic region of the Goedel universe. There is no cosmological shift between emitters and absorbers at rest in the substratum in both the nonrelativistic region of the Goedel universe and its Newtonian analog.
