Parametric instabilities of electromagnetic waves in cold plasmas are investigated in the case where a linearly polarized wave with an amplitude/frequency ratio (f) of the order of unity irradiates a plasma consisting of electrons and protons whose thermal energies are negligible in comparison with the energies acquired in the wave field. The most relevant results of the nonrelativistic theory of parametric wave-plasma interaction are summarized, and a fully relativistic theory is developed in the limits where f is much greater than and much less than unity. The linear equations for the fully relativistic regime are derived, typical choices of electric and magnetic vectors as well as external-wave wavelengths are discussed, and numerical results are presented. It is shown that two kinds of unstable longitudinal modes overlap in the region where f is of the order of unity: (1) a typically relativistic mode related to electron charge oscillations and (2) the relativistic limit of the classical ion-electron modes derived by Silin. Unstable electromagnetic modes are also found to exist in the relativistic regime. Tentative applications of the results to an electromagnetic-wind model and a hydromagnetic model of extended radio sources are outlined.
