The formation of steady-state radiation and particle spectra by Compton scattering in the presence of a flux from sources is investigated. It is shown that either power-law distributions or distributions having power-law asymptotic behavior result under these conditions. Power-law indices, normalizations, and flux directions are obtained for electron and photon distributions under conditions of differential energy transfer over the electron spectrum (corresponding to interaction with soft X radiation); the relationship between indices in the case of integral energy transfer is determined. The possibility is demonstrated of establishing a power-law electron spectrum with an index of 2 during scattering by equilibrium radiation (including the microwave background).
