Aurguments are presented to support the hypothesis that massive galaxies
periodically undergo phases of nuclear activity during their evolution
at intervals 100 million-1 billion years. The importance of recurrence
to theories of active nuclei is emphasized. In particular, the evidence
does not favor the production of massive black holes in galactic nuclei.
