Observations of diffuse soft X-rays and O VI absorption lines are reviewed which support the existence of an intercloud medium (ICM) with high and low pressures. A dynamical model for the ICM is proposed in which the pressure is not constant in different parts of the interstellar medium (ISM) and flows exist in the ICM if a high-pressure region is physically connected with a low-pressure region. The depletion of elements in the ISM by different amounts toward different stars is examined. It is shown that clouds and intercloud regions in different parts of the ISM could be locally in pressure equilibrium, that flows should exist in the ICM if high- and low-pressure intercloud regions are continuously joined, and that the 'interstellar wind' inferred from Ly-alpha and He I observations is most probably an 'intercloud wind'.
