It is shown that the ionizing frequencies inferred for interstellar clouds from measurements of OH and HD are consistent with the predicted intercloud ionizing frequency when account is taken of the cosmic-ray screening mechanism proposed by Skilling and Strong (1976). The cosmic-ray screening theory is used to obtain estimates of the intercloud ionization frequencies at several locations in the interstellar medium. An ionizing frequency of 2 x 10 to the -14th power per sec may be appropriate for the direction towards Omicron Per and of 3 x 10 to the -17th power per sec towards Epsilon Per. For other regions, values between 2 x 10 to the -16th power per sec and 1 x 10 to the 15th power per sec are obtained.
