The paper studies five cases of energetic (energies not less than 30 kev) electron precipitation at the onset of negative magnetic bays. The detailed time structure and energy variations were inferred from X-ray measurements obtained during multiple balloon flights. The following conclusions were drawn: (1) a rapid increase of electron precipitation is associated with the onset of the expansion phase of a substorm; (2) the precipitation starts abruptly just poleward of the lowest latitude reached during the preceding growth phase and expands rapidly poleward with speeds of a few km/s; (3) the precipitation is usually most intense and energetic along the poleward moving border of the region; (4) where pre-existing precipitation was still observed at bay onset, precipitation continues without interruption past that time, and (5) within the intense poleward-expanding precipitation region, intensity variations are observed which may show a close correlation with auroral zone magnetic pulsations.
